Understand Your OKC Utilities Bill Before You Dispute It
Monthly bill timing
Residential customers are billed monthly. Payment is due within 15 days of the billing date and becomes past due seven days after the due date.
Water consumption
Residential water consumption is billed in 1,000-gallon units with an inclining tier rate structure.
Sewer winter average
For most residential customers, the flat monthly sewer charge is based on the average water billed during December, January and February, then used as the cap starting in April.
| Bill line | What it means | Customer check |
|---|---|---|
| Water Domestic | Water usage based on meter reads. If the meter cannot be accessed, OKC may estimate using previous use. | Compare current and previous meter reads and the 12-month usage chart. |
| Water/Sewer Base Charges | Static monthly base rates based on meter size. | Neighbors with different meter sizes may have different base charges. |
| Sewer Charge | Based on Winter Average for most residential customers. | Turn off sprinklers in winter and watch for leaks in December–February. |
| Trash Services | Fees for trash, recycling and bulky pickup services. | Do not blame water alone if trash or bulky charges changed. |
| Drainage Fee | EPA/stormwater drainage-related fee. | Stormwater drainage fees adjust each July. |
| EMSAcare | Optional EMSA program that customers can enroll in or opt out of. | Check whether the account is enrolled before comparing bills. |
Oklahoma City 2026 Water, Sewer, Trash and Drainage Rates
Oklahoma City approved a five-year rate adjustment program in November 2024. Rates went into effect January 1, 2025 and adjust incrementally each November. Because today is July 2026, the Nov. 2025 column is the current rate column until the next scheduled November 2026 adjustment. Stormwater drainage fees adjust each July.
| Inside OKC residential item | Current as of July 2026 | Scheduled Nov. 2026 | Why customers care |
|---|---|---|---|
| 5/8" water monthly base | $22.02 | $24.12 | Common small residential meter base charge. |
| 3/4" water monthly base | $27.82 | $31.21 | Higher meter size means higher fixed charge. |
| 1" water monthly base | $50.59 | $57.65 | Large residential meters can explain higher base bills. |
| 0–2,000 gallons | $4.18 per 1,000 gallons | $4.59 per 1,000 gallons | First usage tier. |
| 2,001–10,000 gallons | $5.95 per 1,000 gallons | $6.52 per 1,000 gallons | Common tier when household or seasonal outdoor use increases. |
| 10,001–25,000 gallons | $8.31 per 1,000 gallons | $9.10 per 1,000 gallons | Leaks or heavy irrigation can become expensive here. |
| Above 25,000 gallons | $11.08 per 1,000 gallons | $12.15 per 1,000 gallons | Highest listed residential tier. |
| Residential trash/recycling/bulky bundle | $28.46 per month | $29.88 per month | Total utility bill is not water only. |
| Stormwater drainage residential | $7.22 per month from July 2026 | Next July adjustment applies in 2027 | This line adjusts on a different schedule than water/sewer. |
High Oklahoma City Water Bill: What to Check First
OKC says household leaks can be big water wasters and customers are responsible for finding and fixing leaks on their property promptly. If you or a professional cannot find any issue and suspect a meter misread, call Utilities Customer Service at 405-297-2833.
Toilets and indoor leaks
Check toilets, faucets, showerheads, under sinks and hidden moisture. Small leaks can add up quickly.
Pool systems
Check pool pump and autofill valve. Call a professional if you suspect a pool leak.
Sprinkler system
Run each zone and check broken sprinklers, water spraying the street, excessive runtimes, valve boxes, backflow device and outdoor fixtures.
Meter read concern
Meter misreads can happen, but OKC says residential meters test 99.5% accurate and are more likely to under-report than over-report.
Before calling
- Current bill and previous bill.
- Account number and service address.
- 12-month usage chart from the bill.
- Toilet, faucet, sink and shower leak results.
- Sprinkler zone check results.
- Pool, outdoor spigot or water-softener notes.
- Any plumber or irrigation repair receipt.
Ask Utilities Customer Service
- Was the read actual or estimated?
- Can the meter read be reviewed?
- Which line item caused the increase?
- Is the sewer charge affected by winter average?
- Is a payment extension or installment plan available?
- What documentation should be submitted?
Sewer Backups: City Main vs Private Line Responsibility
For water outages, emergencies or sewer backups, call 405-297-2833, Ext. 1 24/7. OKC explains that responsibility depends on whether the stoppage is in the City main or the private sewer line connecting your home to the City main.
| Sewer issue | What OKC says | Customer action |
|---|---|---|
| City main stoppage | City crews repair the main and restore service as quickly as possible. | Call 405-297-2833, Ext. 1 and provide address, backup location and urgency. |
| Private sewer line | State law prohibits Utilities from using ratepayer money for private property repairs, so the homeowner/property owner is responsible. | Call a plumber and document the issue. |
| Outdoor cleanup from City issue | If caused by City infrastructure/personnel, City crews perform cleanup for public health issues outdoors up to the exterior of a dwelling. | Ask what work was done and document damage. |
| Indoor cleanup | City crews are prohibited from cleanup inside dwellings. | Contact insurance provider or property management. |
| Damage reimbursement | OKC says reimbursement applies only if the City had advance knowledge the City system was at fault and did not fix it. | Ask Municipal Counselor’s office about filing a claim if appropriate. |
Water Quality, Lead-Safe OKC and Drinking Water Reports
System size
OKC Utilities treats and delivers an average of 100 million gallons of water every day to more than 1.5 million people from 17 Central Oklahoma communities.
CCR reports
The City publishes Drinking Water Quality Reports, also called Consumer Confidence Reports, with testing data from the prior calendar year.
Lead-Safe OKC
OKC says there is no lead in the water leaving its two treatment plants or in the large water mains. Lead concerns are tied to service lines or building plumbing materials.
Local OKC Tips That Actually Help
One bill covers more than water
OKC Utilities bills can include water, sewer, trash/recycling/bulky waste, drainage fee and EMSAcare. Always identify which line changed before calling it a “water” increase.
Winter water use affects sewer charge
Your December, January and February water use sets the residential sewer cap starting in April. Turn off sprinklers and fix leaks before winter readings.
Use portal arrangements before you fall behind
Payment Extensions and Installment Plans are easier before service becomes urgent. Check the Billing tab in My OKC Utilities.
Check city limits and account type
Customers outside Oklahoma City, wholesale water users and industrial/raw-water users may be on different fee schedules than inside-OKC residential customers.
