Past-Due Balance, Disconnection and Reconnection Rules
Most important rule: If your bill is past due and above $36, your account is subject to disconnection under LCWSA’s monthly schedule. Customer Service says you can avoid interruption by getting the past-due balance below $36 before the cutoff date.
$30 service charge
Once the collection list leaves the LCWSA office, customers on the list are charged a $30 service charge that is not waived even if payment is made before the technician arrives.
Pay total for restore
To restore service, the customer must pay the bill in total, including past-due balance, service charge and current bill.
Reconnection timing
Same-day disconnection payments during regular business hours reconnect same day. After 4:30 p.m. on that date, a $75 after-hours fee applies if same-day turn-on is requested.

Bank Draft, AutoPay and E-Bills
Monthly bank draft
Complete the authorization form with utility account number, bank name, bank number and signature. The bill will still arrive, but it notes “PAID BY BANK DRAFT.”
Deduction timing
The amount is deducted on the bill due date. If the due date falls on a weekend or holiday, it is deducted the following business day.

New residential service
LCWSA lists an online residential application, valid ID for applicant/co-applicant, rental agreement if renting, and a non-refundable $75 connect fee paid up front.
Notice timing
For new service, LCWSA asks for at least one business day’s notice. For reestablish service, the form says no same-day service and asks for at least two business days’ notice.
Disconnect service
The disconnect form says a final bill will be sent to the forwarding address approximately 30 days after the disconnect date, and the original connection service fee is non-refundable.
