Start from the official City link

Late Bill, Penalty, Turn-Off and Restore-Service Rules

Late payment: Payments are due by the close of business on the due date stated on the bill. The FAQ says a penalty for non-payment of the prior month’s bill is calculated as $10 or 10%, whichever is greater.

Restore after shutoff: The FAQ says the account balance must be paid in full. If same-day restoration is requested or needed, a $25 High Priority Fee is required in advance, and a $20 Delinquent Service Fee will be added to the account.
