Billing, Estimated Bills and Sewer Charge Basics
Monthly billing
Newark’s FAQ says residential and commercial customers can expect to receive a monthly bill approximately every 30 days.
Metered water
Water and sewer billing is based on the amount of water that passed through the meter since the last billing period.
Sewer is based on water
Sewer is not separately metered. Newark says sewer charges are based solely on water consumption.
| Billing situation | Official explanation | What to do |
|---|---|---|
| Estimated bill | Estimated bills may occur when weather, inaccessible/obstructed meter or questionable consumption changes prevent an actual reading. | Call 973-733-6370 and ask how to provide access or correct the reading. |
| High outside use | Landscaping, pool filling, car washing and power washing can increase actual daily consumption and raise both water and sewer charges. | Expect higher sewer billing too because sewer is based on water use. |
| Dishonored payment | Newark may assess a fee for dishonored checks, unsatisfied electronic debits or credit chargebacks and assign cash-only status for six months. | Confirm funds and payment method before submitting. |
| Paperless billing | The FAQ says paperless billing is not currently offered, but the portal offers notification and account tools. | Use portal alerts, but watch for mailed bills and account notices. |
Terminate Service, Water Turn Offs and New Connections
For account closure
Requests can only be made by the owner of record or an authorized agent such as a realtor, power-of-attorney holder or similar authorized party.
Send written request with ID
Submit the request with owner ID by fax to 973-733-4794, email waterandsewer@ci.newark.nj.us, mail to 920 Broad Street, Room 117, Newark, NJ 07102, or visit billing customer service.
Schedule meter removal if needed
Include a contact phone number so the Meter Department can schedule an appointment for meter removal to stop billing.
Understand minimum charges
If the owner wants the meter to remain, Newark says minimum monthly charges continue even if service has been terminated.
Fireline accounts need extra care
If the property has a fireline, that service remains on and continues billing unless the owner submits the required termination request and liability letter.

City main
If the leak is on Newark Water and Sewer’s water main, Newark says it will notify the homeowner, make repairs and restore the affected area.
Owner-side water line
The homeowner is responsible for the line connecting the Newark Water and Sewer water main to the property line and all pipes inside the house.
Sewer lateral
Newark maintains department sewer mains. Lateral connections from sewer mains to the house and all sewer pipes within the house or building are the homeowner’s responsibility.
Rates, Fees and Project-Related Costs
Newark water/sewer bills are consumption-based, and the city code implements a multi-year water rate increase through December 31, 2027. For an exact current balance or tariff interpretation, call Billing Services at 973-733-6370.
| Fee / rate topic | Official detail | Why users care |
|---|---|---|
| Monthly bill basis | Water charges are based on water passing through the meter; sewer charges are based on water consumption. | High water use can raise both water and sewer portions. |
| Outside water use | Landscaping, pool filling, car washing and power washing can raise actual daily consumption. | Even water that does not enter the sewer may still affect billed water/sewer structure unless handled through special arrangements. |
| Hydrant meter rental | The FAQ references hydrant meter rental at $75 per day plus water consumption and additional charges. | Useful for construction, pool filling or outside water use planning. |
| Hydrant meter application/admin | Permits and Prices page lists hydrant meter application/admin fee and related deposit/key rental items. | Call permits/inspection before assuming the final total. |
| Meter prices | Posted meter prices include 5/8” $300, 1” $365, 1.5” $1,625, 2” $1,850, 3” $2,650, 4” $3,750, 6” $8,500, 8” $11,000 and 10” $14,500. | Important for new connections, development, replacement and project planning. |
| New connection / taps | New water/sewer main connections may require tap fees, meter purchase and project review/inspection fees. | Homeowners and contractors should use official forms and contact engineering/permits before work begins. |
| Stormwater connection | Permits and Prices page notes storm water connections cost $125 per 1,250 square feet. | Useful for development or drainage-related project budgets. |

Card payments are online/phone, not counter
Newark’s payment page says in-person payments accept cash, cashier’s check or money order only. Use online or phone for credit/debit card payment.
Outside use can affect sewer charges
Pool filling, landscaping and power washing can increase water consumption, and sewer is based on water consumption even though sewer is not separately metered.
Estimated bills need meter access
If weather, obstruction or inaccessible meter causes an estimate, call billing and resolve meter access before several estimated bills stack up.
Sewer backup diagnosis matters
If only one fixture backs up, a plumber may be needed. If the lowest-level fixtures back up or it happens when nobody is using water, call Newark Water & Sewer.
