Alliance 2026–2027 Water and Sewer Bill Math
The City labels these rates as effective 4/1/2026 to 3/31/2027. The examples below use 300 cubic feet, which equals 3 billing units of 100 cubic feet.
| Bill type | Official example | What it means |
|---|---|---|
| Inside city water | 3.00 × $6.88 = $20.64 water charge | Water is billed by consumption registered on the meter. |
| Inside city sewer MR | 3.00 × $4.12 = $12.36 MR sewer charge | MR is the maintenance and repair sewer charge. |
| Inside city sewer DR | 3.00 × $0.53 = $1.59 DR sewer charge | DR is the debt-payment charge for sewer plant construction. |
| Inside city minimum example | $34.59 minimum water bill inside the city | Minimum bills can still apply even with very low usage. |
| Outside city water | 3.00 × $12.04 = $36.12 water charge | Outside-city water rate is higher in the official example. |
| Outside city sewer MR | 3.00 × $4.12 = $12.36 MR sewer charge | MR sewer charge is shown as the same in the example. |

High Alliance Water Bill and Leak Checklist
The City’s leak page gives a useful first test: look at the small red leak detector on the water meter when no water is being used.
Leak detector
The little red dial on the meter should not move when no water is being used inside or outside.
Toilet check
Most leaks are toilets. Shut off the toilet valve and check the leak detector again. If it stops, the toilet may be leaking.
Free dye packs
The City says dye packs are available at the water office at no cost to help detect toilet leaks.
Faucets and tubs
Check inside faucets, outside faucets, bathtub fixtures, basement plumbing and hose bibs.
Outdoor use
Look for watering, pool fill, pressure washing, irrigation, car washing or guests staying over.
Separate charges
Check whether the increase is water, MR sewer, DR sewer, trash or a combination.
Before calling, gather this
- Current bill and previous 2–4 bills.
- Current meter reading and whether the red leak detector moves when water is off.
- Toilet valve/dye test result.
- Any plumbing repair receipt or parts receipt.
- Whether the service address is inside or outside city limits.
- Whether the property was vacant but meter/water remained active at the curb box.
New Service, Moving Out or Selling a Property
Inside-city new service
For water/sewer/trash service inside the city, contact the Billing Department at 330-823-3126.
Outside-city service
For properties outside city limits with water service questions, the Utilities page points customers to Water Distribution at 330-823-5216.
Outside without water service
The Billing page says properties outside the city without water service should contact the Mayor’s Office at 330-821-3110.
Buying, moving or selling rules
- If moving out or selling, notify Billing in advance to schedule a final reading.
- The City bills one month in arrears, so a current reading is needed to produce a final bill.
- The City asks for a phone call, 24 hours notice and a forwarding address.
- If prior readings were estimated, a scheduled appointment may be needed to get a current reading.
- If buying a home, go to the Billing Department at 504 E. Main St. and sign an application.
- Bring identification and proof that you are the new owner. The City notes Social Security number is optional due to the privacy act.
